About Dominion Energy South Carolina (DESC)

Dominion Energy South Carolina, Inc. (DESC), a public utility headquartered in Cayce, South Carolina, is a South Carolina corporation organized in 1924. DESC is a wholly-owned subsidiary of SCANA Corporation which, effective January 2019, is a wholly-owned subsidiary of Dominion Energy, Inc. DESC is engaged in the generation, transmission and distribution of electricity to over 780,000 customers in the central, southern and southwestern portions of South Carolina. Additionally, DESC sells natural gas to over 435,000 residential, commercial and industrial customers in South Carolina.

About the DESC RFP Stakeholder Group

The DESC RFP Stakeholder Group has been a forum for DESC to solicit feedback directly from Stakeholders and build consensus around its RFP process. The objective of the stakeholder process has been to engage Stakeholders in a constructive process to develop an all-source RFP designed to replace the capacity and other capabilities of the units retiring at the Urquhart site.

Original All-Source RFP Issuance (2022-2023)

The final session of the DESC Stakeholder process took place on July 14, 2022. With the conclusion of the Stakeholder process, Dominion Energy South Carolina, Inc. undertook an all-sources Request for Proposals (“RFP”) process in support of the company’s capacity needs. This RFP was designed to identify resources to replace the capacity and other capabilities of several electricity generating units retiring at DESC’s Urquhart Station. The RFP was conducted in accordance with the Partial Settlement Agreement approved on December 14, 2021 by the Public Service Commission of South Carolina for Docket No. 2021-93-E in Order 2022-27.

Reissuance of All-Source RFP (2023-2024)

DESC is reissuing the all-sources RFP that was originally issued in August 2022 as of December 2023. This reissuance will provide existing/original participants in the original RFP the opportunity to refresh pricing and update terms and/or technical aspects of their previously proposed projects. This reissuance of the RFP is a continuation of the original RFP and is still being conducted in accordance with the Partial Settlement Agreement approved on December 14, 2021 by the Public Service Commission of South Carolina for Docket No. 2021-93-E in Order 2022-27. The RFP documents have been updated for the reissuance and shared with the parties of record to the docket and signatories of the Partial Settlement Agreement.

About Charles River Associates (CRA)

DESC has partnered with Charles River Associates (CRA) to facilitate the RFP Stakeholder Group process and to serve as the independent evaluator and monitor for the RFP process. CRA will be responsible for administering the RFP and ensuring a fair and equal evaluation of responsive bids.
